The RM of West St. Paul is seeking the services of a qualified Chief Administrative Officer (CAO) to provide corporate leadership for the general management and stewardship of the municipality.

Duties:
Under the direction of the Public Works Manager and the Public Works Foreman, the Public Works Operator will support the daily operation of the Municipality, ensure quality services to residents, perform general and preventive maintenance on equipment and adhere to established municipal policies, procedures, safe work practices as well as Workplace Safety & Health Standards.
This position falls within the Collective Bargaining Unit of Local 987 and is subject to all terms and conditions of the collective agreement or subsequent amending Agreements.
Responsibilities:
Support the daily operation of the Municipality by:
- Assisting in road maintenance and repair,
- Assisting with patching streets by placing, spreading and packing cold mix and crushed rock,
- Assisting in road sign maintenance program,
- Assisting with the installation and maintenance traffic control devices,
- Assisting in summer weed / roadside mowing maintenance program,
- Assisting in parks and recreation maintenance program,
- Digging ditches, loading and unloading stone, gravel and other material,
- Performing flagging duties for employee street crews,
- Maintaining and repairing public facilities, buildings, grounds, streets, utilities, and related facilities,
- Performing grounds maintenance duties around municipal buildings,
- Participating in snow and ice removal by operating a skid steer loader with attachments or other snow removal equipment to remove snow from streets, highways, parking lots and similar areas as required,
- Operate trucks equipped with road sanding and other similar apparatus,
- Operate pickup truck, dump truck, grader, rubber tire loader, one-ton truck, skid steer loader with various attachments, all-purpose utility vehicle, steamers, grass cutting equipment and lawn mowers, chain saws, jack hammers, tampers, rollers, plate compactor, pumps, generators, common hand and power tools, shovels, wrenches, detection devices, mobile radio, and phone,
- Provide reports as required,
- Assisting by contacting residents and business owners in areas where services will be discontinued,
- Assisting in routine inspections and preventative maintenance on assigned equipment and referring defects or needed repairs to foreman,
- Ensuring the proper maintenance of mobile and stationary equipment and tools by cleaning and checking items after use and follow preventative maintenance schedules,
- Assisting the Utilities Department as required.
Ensure quality service to residents by:
- Representing the Municipality by being professional respectful and courteous at all times,
- Providing thorough, accurate information regarding Municipal work and procedures,
- Identifying and resolving issues and concerns in a timely manner or reporting concerns to foreman/manager immediately.
Perform general and preventive maintenance on equipment by:
- Cleaning, lubricating, checking levels (such as air, oil, water, and other),
- Replenishing air/fluids as required, and as per manufacturers recommended standards, or Municipal procedures,
- Maintaining accurate records of all repairs,
- Identifying and locking out any unsafe, or potentially unsafe equipment immediately.
Adhere to established municipal policies, procedures, safe work practices as well as Workplace Safety & Health Standards and regulations by:
- Working safely at all times,
- Bringing to the immediate attention of the foreman or manager any safety concerns,
- Participating with the Workplace Safety and Health Committee as required.
Special Requirements:
- Respond to emergency call back or call out as required.
Knowledge, Skills, and Abilities:
- Knowledge in the safe use, operation and preventative maintenance of various equipment to which assigned,
- Knowledge of hazards and applicable safety rules and regulations and preventative maintenance related to divisional equipment operation,
- Skilled in the use of equipment to which assigned,
- Physically capable of performing manual labour for extended periods of time; working outdoors in all weather conditions,
- Working knowledge in the safe work procedures, Workplace Safety & Health regulations with the ability to adhere to RM practices and protocols, safe use, operation and preventative maintenance of various equipment to which assigned,
- Strong interpersonal skills,
- Demonstrated ability to:
- understand and follow specific verbal instruction,
- work under minimal supervision, and also work effectively in a team environment,
- follow safety procedures and protocols,
- attend work regularly, and punctually,
- establish and maintain effective working relationships with foreman, manager and colleagues,
- respond to citizen/customer inquiries in a respectful manner.
Qualifications:
- Successful completion of a high school diploma/GED equivalent or a minimum two years job related experience,
- Valid Province of Manitoba Driver’s – Minimum of Class (5) license,
- Valid Province of Manitoba Class (3) license with air endorsement or able to obtain within 12 months,
- Certification in the handling of chemical (WHMIS), or the ability to attain,
- Able to take grader training,
- Experience in a Public Works related field,
- Proficient in the operation and maintenance of road maintenance equipment,
- Experience operating and maintaining various types of equipment,
- Experience in basic maintenance of equipment.
Working Condition and Physical Demands:
- Must be physically fit to complete ongoing manual labour duties,
- Must be able to lift 50 pounds from floor to waist, 50 pounds from waist to shoulder and 25 pounds overhead,
- Work requires climbing, kneeling, crouching, reaching, standing, walking, pulling, lifting, grasping, sitting and driving,
- Working in temperatures exceeding 32 degrees C and below 0 degrees C,
- Working in the presence of pollen and dust,
- Working at depths of 25 feet (Confined area).

Summer Camp Counsellors Positions

Duties:
The Summer Camp Counsellor - working under the supervision and direction of the Recreation Director - will provide assistance regarding the planning, organizing, implementation and supervision of all aspects of the Access Centre Summer Camp Program.
The successful applicant will perform the following duties:
- Caring for, supervising and engaging children enrolled in the program
- Assisting with program registration, marketing, record keeping and reporting before and during the program
- Assisting with the creation, planning, organization and implementation of the day-to-day outline for the program
- Assisting in program evaluation and creating a supply inventory at the end of the program
- Enforcing the rules and providing the appropriate kind and amount of discipline to the children enrolled in the program
- Assisting with the supervision of special events outside of regular activities, as assigned
- To maintain a safe, clean environment for the children enrolled in the program
- To know, observe, implement and respect all camp policies
- To respects the rights of confidentiality and privacy in all matters affecting or involving the program and/or service
- To perform other duties as assigned, consistent with the job description
Qualifications:
- Possess experience/skills specific to Children’s Recreation (i.e. experience with arts/crafts, sports/games, group recreation, special activities, etc.)
- Have experience working with and dealing with children of all ages
- Be flexible in terms of the hours available to cover required shifts
- Hold current Emergency First Aid and CPR Certifications (or willing to obtain)
- Hold a clear Criminal Record Check and Child Abuse Registry Check
- Youth aged 15 and 30 years of age and a certificate of completion for the Young Worker Readiness Certificate course if 15 years of age
- Have a valid Social Insurance Number and be legally entitled to work in Canada
